Baby Language Development: Spanish or English?

My daughter is 25 months old. My wife and I are both bilingual, but I'm not too strong with Spanish vs. English. We both work and usually have my mother-in-law takes care of her in the mean time, and she speaks nothing but Spanish.
My daughter doesn't say sentences but can only say certain words and I have a feeling she isn't talking because of the difference in language thrown at her. What's the best thing to do?
