Newborn Baby Care: Testing? I Don't Get It!

OK, so my midwife has been bugging me to figure out my plan for after my baby is born, but I'm just so confused!
Does my baby have to leave my room to do these tests? And speaking of tests, what are they testing for? Do I have the right to know each and every tests they do, and approve them before they do it? Do I have to approve, or is there some tests that trump even the mother?
I've heard they test for anything from genetic disorders, all the way to drug testing. Is this all true? What else do they test for? Do they prick him once and do all the tests, or do they have to prick him multiple times to do all these tests? Why would they do tests they obviously don't need?
Take the drug test for example. If the mom did anything the baby would be having withdrawl symptoms. Which then would make sense as to why they'd need to do that?
But why on perfectly healthy babies? Why A.) Prick them without any evidence leading to needing one and B.) Why am I paying for a test my son doesn't need? Is it different from state to state? I live in Oregon, and I'm 33 weeks pregnant.
Same with the genetic testing. If he had something wrong, he'd show signs, yes? Or within the first few weeks if not and my peds can check him. If he showed signs, then I'd have no problem with them checking. But just testing to test is just crazy to me.
I'm going with an alternative vaccine route. Is the hospital going to respect my wishes?
Sorry for so many questions, I'm just so confused and don't really have anybody who knows a thing on the subject! Thanks for listening! This aspect of newborn baby care is all just so confusing!
