Tempertantrums, THEY DRIVE ME CRAZY!!!!

My daughter is 13 months old and she has recently started throwing temper tantrums to get her way. If she is upset with something or does not want something she rolls onto her back, slams her head on the floor, and starts rolling around kicking and screaming. From time to time she will even headbutt me in the nose, hit me in face, bite my shoulder, and scratch at me because she doesn't get her way. Every time she does not get her way it happens, even if its something she doesn't want to eat! It has gotten to the point where my boyfriend has even said to me, "Guess spanking is starting early." I am against spanking, but it has gotten to the point where she laughs if I smack her hand to tell her no. My parents do not help at all, and her two younger uncles only make the temper tantrums worse, the older one, whose eight says to me "she's not my kid I'm not the one whose responsible." I want to hit him sometimes, I do not know if it is due to stress of being an at home mom and still living with my parents, or if it is inexperience.
