Help! My Child is Misbehaving and Throwing Temper Tantrums in Public

This is just one instance in many of my son misbehaving. He is 3 years old. When we go to public places, he rushes here and there, and we end up chasing him around.
When we grab him, he refuses to relax. When we insist on him coming to us, he sits on the ground and refuses to stand up. Even the most convincing force on earth won't convince him to stand up. I tried everything: asking, promoting with chocolates, yelling ... None of them work.
We end up pulling and dragging him on the ground. At this stage, we've lost all the calmness of our nerves, and are usually surrounded by judgmental looks from people who don't know what we're going through.
Sometimes my husband loses his patience and just kicks him to straighten up his legs while pulling him up. This makes my son scream (not from pain, but from being forced to do something) in a very provocative way, and results in annoyed looks from onlookers. He screams continuously and never never stops when we ask him to, so we just let him scream and ignore everyone around around.
We tried to pretend to leave him sitting and leave his sight (but I hide in a corner and watch his response), but guess what: nothing! He sits right where we left him, not at all panicked. Sometimes he'll even jump up and keep running around.
He refuses to sit in the shopping cart or even ride a bike. He just loves running free, but I don't want him to get lost.
