Potty? "No, thank you!"

My daughter is 26 months old and I have been trying to potty train since she was 18 months. One day, after a bath, she just went on her seat. The most she has ever gone in one day is three times. I have tried cookies, m&ms, and even just have her wear undies and feel when she goes. Now we are trying pull ups.
Most time when I ask if she has to go she says, "NO THANK YOU." And when I try to just put her on the seat she screams and cries or just wont go at all for like 15 min.
WHAT AM I DOING WRONG, AND WHAT CAN I DO? Pullups are even more expensive than diapers, HELP!
