Help! Reluctant toddler won't potty train!

My little girl is 2.5 and has refused to potty train any longer.
We started when she was about 1.5 and she was happy and eager and did very well. I rewarded and praised her whenever she went.
Now that I've gotten her underwear and have tried the Timer method and take her every 15 or 20 minutes, she won't even sit on the potty.
At daycare, she'll do it maybe once or twice a week.
She also will only pee in the potty, otherwise, she hides and popps her pants.
ANY ADVICE?? Please help!
