Potty, Oh Potty!

So I have sat my 17-month-old on the potty numerous times with no results... not even a little dribble of pee! But as soon as I take him off (as SOON!) he pees on my floor within a few minutes!
Why (oh, WHY!?) won't he just stop holding it and go on the potty!??
