Place walnuts in a large bowl.
Put sugar, milk, cinnamon and cayenne pepper in a small pot. Cook over medium-high heat until mixture boils. Boil one minute, stirring constantly.
Remove from heat and carefully pour over walnuts, stirring to cover.
Spread walnuts onto waxed paper and let cool.
In a small bowl, stir together orange juice and honey to combine.
Toss orange segments and dried cranberries together a serving bowl.
Break cooled walnuts apart and toss with oranges and cranberries.
Pour orange juice dressing over the salad and toss to coat. (Dress according to your taste. You may not need all of the dressing.)
