Just Married and Ready to Divorce Because of Toddlers' Behavior!

I just got married and thought once I was around, my husband's children would listen better. They have never had discipline that I know of and they basically do and say whatever they want! My husband tries to discipline, but then relents or coddles them after a punishment. I've told him this is not right; they think they can do whatever they want!
The children's mother is a drug addict who is in and out of their lives. I believe, at least with the 3-year-old, that this has to do with some of his problems. They get into stuff without asking, touch anything they want no matter how many times they're told not to! I've tried corners, time-out chairs, etc., but nothing works! I'm at my wit's end with them!
OK, like just now the 2-year-old was in the bathroom with all toothbrushes, down playing in kitty litter. This will be the fourth time I've had to buy new ones! She knows she's not supposed to, but she does it anyway and it's like that with everything: cell phones, cups ... I've just put her in time-out but she doesn't care.
When I'm trying to speak to them and I ask them what they did wrong, all they do is repeat what you say—no comprehension whatsoever! My children knew not to do these things. They learned! But these two toddlers are incorrigible and I'm about ready to walk away from the man that I truly love because of this!
I'm in tears by the time he gets home and so frustrated I just want to spank them! I know that is not an option, but please, any ideas?
